Phillip Arthur Hoy, Sr., 88, passed away peacefully on Wednesday, March 5, 2025. Born on December 31, 1936, in Washington, Pennsylvania, to Arthur D. Hoy and Thelma Martha (Higgins) Hoy. Phil was a driven entrepreneur, loving and dedicated family man, and generous friend to many. Phil and his wife, Phyllis, moved to Fort Worth in 1957 to start their family and build a life together. From the start, Phil was a cowboy at heart with a deep appreciation for the outdoors. In addition to his family and work, he loved fishing, hunting, farming, and tending his cattle and pets - always making time for the things that took him outside and to the countryside. Eventually they built their dream house in the country and moved to Weatherford with their four children in 1972.
Phil was hardworking and industrious with a successful career across multiple businesses. He started as an auto mechanic, eventually purchasing the garage and gas station where he worked. He went on to build and operate several businesses with his business partners, two of which included A & C Cabinet Shop in Fort Worth and Phillips Welding Supply in Weatherford.
Beyond his work, Phil was deeply involved in his community. He was Scout Master and one of the founders of Boy Scout Troop 165 and he played a key role in the early development of Hudson Oaks, Texas. He served for over 26 years, as an alderman, then as one of its first city council members and as the Planning and Zoning Commissioner.
Phil was preceded in death by his wife, Phyllis Hoy; parents, Arthur and Thelma Hoy; and brother, Jack Hoy.
Phil is survived by his children and their spouses, Sherry Hoy (Michael Jarvis), Brenda Hoy (Timothy Stephens), Debora Hoy (Ron Roark), and Phillip Hoy, Jr. (Lola Hoy); grandchildren and spouses, Sarah Jarvis, Emily Jarvis, Whitney Hoy (Devin Andre), and Hannah Hoy (Shane Suggs); great-grandsons, Axel Andre and Dash Andre; and siblings and spouses, Barbara Anderson (John), Terry Hoy (Barbara "Babs"), and Tom Hoy (Carole).
Visitation will be from 6:00 p.m. to 8:00 p.m., Friday, March 14, 2025, at Galbreaith Pickard Funeral Chapel, 913 North Elm Street, Weatherford, Texas 76086.
A Funeral Ceremony honoring Phil's life will begin at 2:00 p.m., Saturday, March 15, 2025, also at the funeral chapel, with burial to follow at Annetta Cemetery.
If you choose, memorial donations may be made to the Weatherford Parker County Animal Shelter or to The Parker County Center of Hope.
